Legal Framework

The main documents regulating the issues of hot and cold water supply are Federal Law No. 416-FZ of December 7, 2011 “On Water Supply and Sanitation” and Decree of the Government of the Russian Federation No. 354 of May 6, 2011 “On the Provision of Public Services to Owners and Users of Premises in apartment buildings and residential buildings".

Hot water supply

According to the above decree, hot water must be supplied around the clock and uninterruptedly during the calendar year. Permissible violations of this rule:

  • a break in filing is allowed for eight hours in total or four hours continuously within one month;
  • in case of an accident on the highway, the lack of hot water supply can be within a day (24 hours);
  • during the performance of work on the prevention and repair of engineering networks, the duration of the break is established by SanPiN 2.1.4.2496-09 and is no more than 14 days (clause 3.1.11).

If a specific situation is in no way connected with the listed cases, then this is a reason to complain about the lack of water, including to the regulatory authorities. The managing organization is responsible for the quality of services. The material penalty is to reduce the fee for each hour of exceeding the allowable interruption in the supply of the resource by 0.15 percent of the payment established for the same period.

The temperature of the supplied hot water must be between 60 and 75 degrees Celsius. Legislatively, a deviation from the established norm is allowed by three degrees during the day and by five at night.

Attention! If the temperature of hot water is below 40 degrees Celsius, it is paid as cold. However, the fact of the decrease must be properly recorded.

Cold water supply

The rules for supplying cold water also state its uninterrupted supply to homes throughout the year. Cases when a violation of uninterrupted water supply is allowed:

  • within eight hours during a calendar month (added up in total) or four hours in a row;
  • if an accident occurs, then according to the rules of SNiP 2.04.02-84, depending on the severity of the incident, the depth of the pipeline and other factors.

In case of violation of the established requirements, liability arises, including material liability in the form of a reduction in the amount of fees for low-quality services.

Complaint about the lack of hot or cold water and its weak pressure

When the quality of the water flowing from the tap leaves much to be desired or it does not exist at all, and utility bills come in regularly, you need to defend the rights of the consumer.
